Ilene Campbell, Director

Ilene is the Director of the Tenants Information Service and is responsible for the strategic development of the organisation. She has over 24 years of experience working in the field of community development and tenant participation in both the local authority and voluntary sectors. The Director of TIS since 2002, she has played a leading role in developing tenant participation practice at national and local levels.  In collaboration with the University of Glasgow she produced “A Good Practice Framework for Tenant Participation in Scotland”. Ilene currently sits on the Scottish Government’s Advisory Group for the Scottish Social Housing Charter.  Currently she is working with tenants and landlords to shape the development of the Charter and to look at the role that tenants can play in self assessment of landlord performance. 



Sharon Donohoe, Development Manager

During her time at TIS, Sharon has worked with tenants and landlords to assist in the promotion and development of tenant participation activity, including providing development support to Federations in East Ayrshire, West Dunbartonshire, Clackmannanshire and Inverclyde. She provided independent advice in stock options appraisals to local authority tenants in Clackmannanshire, Perth and Kinross and North Lanarkshire and to tenants involved in stock transfers in Inverclyde Council and Scottish Homes tenants in Castlemilk, Glasgow.

Sharon is currently responsible for the provision of tenant participation development, support, advice and training to tenants of East Ayrshire Council and Sanctuary Scotland Housing Association in the regeneration area of Anderston, Glasgow. She is also working with River Clyde Homes tenants to assist in the current rent re-structure process. In addition, Sharon is responsible for the line management of the North Lanarkshire Tenant Development Support Project and the management of the TIS Home Study Project.


Lynda Johnstone, Development Manager

Lynda began working for TIS in 2002 and has responsibility for co-ordinating the TIS marketing strategy. During her time with TIS she has supported a range of organisations, providing independent development support to promote and develop tenant participation, including federations in East Ayrshire, Glenrothes and North East Fife. Lynda has also worked with many housing associations to review and develop their policies including Home in Scotland, Hanover Housing Association and Trust Housing Association. Lynda manages the East Lothian Development Support Project she has also acted as independent tenant adviser in South Lanarkshire and Castlerock Edinvar and is currently supporting tenants in the proposed partial stock transfer in West Dunbartonshire Council.


Kirsty Wells, Development Manager

Kirsty joined TIS in 1999 as a Development Manager. Since then she has had responsibility for a number of independent adviser contracts within TIS including the Scottish Borders stock transfer, the South Lanarkshire options appraisal and the merger of Perthshire and Servite Housing Associations. Kirsty has also provided development support to a number of landlords including Waverley, Eildon, Hillcrest and Servite Housing Associations and Angus Council. In 2003 Kirsty researched the TIS Basic Guide about “Tenant Participation in Supported Accommodation” and was a member of the Scottish Government’s research advisory group which oversaw the research into Tenant Priorities in Scotland.

Janet Stevenson, Service Support Officer

Janet has worked for TIS for over 6 years.  She is currently seconded from the North Lanarkshire Project covering Jill's maternity leave. Her main responsibilities include managing the TIS offices and having responsibility for personnel and organisational issues. She manages the accounts for the organisation and  organises TIS training events throughout the year, as well as the Annual Conference and AGM.



  Patsy King, Development Officer


Patsy has worked for TIS since June 2010. Her role is to support the development of East Lothian Tenants and Residents Panel (ELTRP) and to support them in influencing local, regional and national issues. This has included supporting tenants to respond to Government Discussion Papers including the Fresh Thinking, New Ideas Discussion paper.  Patsy also supports ELTRP to liaise and participate with East Lothian Council and other authorities and agencies in pursuit of tenants and residents interests.



Paul Laidlaw, Outreach Officer

Paul has worked for TIS since 2005 building up a range of tenant participation expertise stimulating grassroots growth through a dedicated Outreach Support Service. This service provides development support to existing groups and identifies opportunities to develop new groups using a variety of community development methods and approaches.




Nancy Robertson, Development Officer

Nancy joined TIS in April 2010. As the Development Officer for the North Lanarkshire Tenant Development Support Project her main responsibilities include: supporting North Lanarkshire Federation to deliver their business plan, to indentify issues and develop strategies for influencing key housing issues. Nancy also delivers training and support to tenant representatives to be involved in policy reviews, by providing information and advice, and helping to run local consultation events. She also works with the Federation, tenants groups, the council and others to implement, monitor and review Tenant Participation throughout North Lanarkshire.


James Ballantyne, Outreach Officer

James joined TIS in May 2008 as Outreach Officer with the main responsibility of assisting new  groups to set-up and become established. James provides support to groups to identify skills and training needs, which will allow them to be actively involved in Tenant Participation. He also helps to identify sources of funding that allows groups to develop and become more self sufficient. James encourages groups to identify issues in their area and work in partnership with the appropriate agencies to work through and resolve issues.



Claire Harrison, Administration Officer (Temporary)

Claire Harrison joined TIS in January 2012.  Claire is covering Janet's post while she is on secondment to Head Office.  Her key roles and responsibilities include being the first point of contact for those contacting the Project from elected members to local residents; the organisation of events from training sessions to conferences including designing publicity materials, mail outs, taking bookings, organising venues, catering and transport; maintaining membership records and processing applications and co-ordinating meetings, running reports, taking minutes, collating paperwork, organising venues and catering.


Alistair Reid, Development Officer

Alistair started with TIS in August 2007 as Development Officer for the South Lanarkshire Project. His role involves working with tenants throughout South Lanarkshire to support and develop tenant participation. He provides briefing papers for tenants on a range of housing related issues and hold events to allow them to respond to consultations. He also supports the development of new tenants groups, providing assistance with holding open meetings, writing constitutions and providing training for new members.




Lynn Morrison, Administration Officer

Lynn has worked for the South Lanarkshire Tenants Development Support Project since January 2010 as the Administrative Officer and her main duties are: assisting on a range of work in a project support capacity, ensuring that the mail is opened and processed in good time, attending meetings and taking minutes, arranging venues for meetings and communicating with the tenants. Lynn also keeps the Project accounts up to date.
